Approval of Previous Minutes

Brendan motioned to approve March 5 and Feb. 5 meeting minutes. Katie Batza seconded. No one was opposed. Minutes approved.

Guest Speaker Presentation

Guest Speaker: Ward Lyles

Ward Lyles, Professor in the School of Public Affairs, presented on the Gateway District project. Ward shared his bio and professional experience. He reviewed/commented on the following.

  • Timeline of announcements, including funding announcements, of the project. 
  • KU sports records.
  • KU Athletics now has a negative impact on academics. City of Lawrence is subsidizing Athletics now. Sales tax is now increased on campus and district.
  • KU’s Athletic value and ranking compared to others.
  • Media markets drive conference re-alignment.
  • For borderline programs, there is a need/trend for stadium improvements and name, image, and likeness. Another consideration is do you right size for other sports.
  • We know stadium projects offset cost of projects to public, schools, or others. The cost of attending go up including tickets and vendors.
  • The timeline and announcements of estimates for the projects. 
  • Convention Centers in Lawrence. Lack of access to Lawrence. 
  • Recap of the 2022-24 planning process. Planning is through KU Endowment, which does not require public disclosure. A Community Advisory Committee was convened after demolition. 
  • Review of ongoing research: how long for a hotel partner, will Chiefs stadium compete, and is football spending hurting basketball. Are KU and KSU a package deal and what does that do to KU’s chances of making a conference? AirBnBs near stadium drive up housing costs.

Faculty Senate Report

Reporter: Misty Heggeness

Misty reported the following activities for the year. More people applied for senate positions than we had seats. This has not happened in recent years, and it is a positive step. Earlier in the year we worked on the KBOR policy. We provided feedback. KBOR can now engage with the legislature. The two tenure bills are dead. We have five Faculty Senate committees that do important work. We worked with the Office of Research and decommissioned the Restricted Research Committee, of which the staff in Research Office have been doing much of the work. Misty thanked everyone for coming together and rallying around the vote of confidence. This increased faculty power around negotiation around resources on campus. We have discussed next steps. This is a good conversation for the organizational meeting. A discussion followed. There was a comment that how the vote of confidence came about did not include the collective. It would be good to, now or later, come up with a process where we can work together. Misty gave her observation on Faculty Senate. One of the strengths and weaknesses is that we have established a presence of visibility in the provost office. This limits Faculty Senate power. We need to think about how we can organize ourselves so we can increase our power. We sent the KBOR Award nomination to chairs and directors. Please encourage everyone to submit nominations. 

Unfinished Business

Procedures for Implementation for Open Access Policy. Josh Bollick joined. He explained they are looking for Faculty Senate endorsement.

Brendan motioned to support. Marike Janzen seconded. A poll was launched. All were in favor. Motion carried.
